Abu Dhabi is rapidly establishing itself as one of the world’s emerging hubs for artificial intelligence (AI), driven by major investments in technology infrastructure, research, talent development, and strategic partnerships with leading global technology companies.
The emirate’s AI ambitions are part of a broader economic transformation aimed at building a diversified, technology-driven economy. Rather than simply adopting artificial intelligence, Abu Dhabi is working to develop the infrastructure, institutions, and ecosystem required to become a global center for AI innovation.
Building the Infrastructure for the AI Economy
One of Abu Dhabi’s strongest advantages is its focus on large-scale AI infrastructure. In 2025, Abu Dhabi became the center of the Stargate UAE initiative, a major collaboration involving G42, OpenAI, Oracle, NVIDIA, Cisco, and SoftBank.
The project includes a planned 1-gigawatt AI computing cluster within the wider UAE–US AI Campus in Abu Dhabi, with the first 200-megawatt phase expected to become operational in 2026. The wider campus is planned around significantly larger computing capacity, creating a foundation for advanced AI applications and services.
This infrastructure is designed to support AI workloads across sectors including healthcare, energy, finance, transportation, education, and government.
Towards an AI-Native Government
Abu Dhabi is also applying artificial intelligence directly to government services.
Under the Abu Dhabi Government Digital Strategy 2025–2027, the emirate has committed AED 13 billion to digital transformation and aims to become the world’s first fully AI-native government by 2027.
The strategy includes the deployment of more than 200 AI-powered solutions, alongside the automation and digitisation of government processes. Abu Dhabi is also working toward widespread adoption of sovereign cloud infrastructure to support secure, scalable government services.
The partnership between the Abu Dhabi Government, Microsoft, and G42 is another important component of this transformation, providing sovereign cloud capabilities designed to support millions of digital interactions across government entities.
A Growing AI Ecosystem
Infrastructure alone cannot create a global AI hub. Abu Dhabi is therefore investing heavily in research, education, entrepreneurship, and talent.
The emirate is home to the Mohamed bin Zayed University of Artificial Intelligence (MBZUAI), a research-focused university dedicated specifically to artificial intelligence. Institutions such as the Technology Innovation Institute, Advanced Technology Research Council, Hub71, G42, and other technology organizations are also contributing to the development of the local AI ecosystem.
According to the Abu Dhabi Chamber, the emirate had 673 AI companies as of 2025, representing significant growth in the sector. The Chamber reported that the number of AI companies increased by 61 percent over the measured period, highlighting the rapid expansion of AI-related business activity in Abu Dhabi.
Attracting Global Technology Partnerships
Abu Dhabi’s strategy is also built around collaboration with international technology leaders.
Partnerships involving companies such as OpenAI, Microsoft, NVIDIA, Oracle, Cisco, and SoftBank are helping the emirate gain access to advanced computing technologies, cloud infrastructure, AI models, and global expertise.
These partnerships also position Abu Dhabi as a bridge between international technology companies and markets across the Middle East and beyond.
From Investment to Innovation
The next stage of Abu Dhabi’s AI journey will be measured not only by the amount of money invested or the size of its data centers, but by the technology and companies that emerge from the ecosystem.
The emirate is increasingly seeking to move from being a major investor and technology adopter to becoming a place where AI companies can research, develop, test, and scale their technologies globally.
With significant capital, advanced infrastructure, research institutions, government support, and international partnerships, Abu Dhabi has many of the ingredients required to compete in the global AI economy.
Looking Ahead
Abu Dhabi’s emergence as an AI hub represents a major shift in the emirate’s economic strategy. Artificial intelligence is becoming part of government services, infrastructure, research, business, and long-term economic development.
As major AI infrastructure projects progress and the number of technology companies and research initiatives continues to grow, Abu Dhabi is positioning itself not simply as a consumer of artificial intelligence, but as a potential global center for developing and deploying the technology.
The coming years will determine how successfully the emirate converts its substantial investments and ambitious plans into globally competitive AI companies, technologies, and talent. If its current momentum continues, Abu Dhabi could become one of the most important AI ecosystems connecting the Middle East with the global technology industry.
